According to a 28 May 2025 filing<\/a> by the Bank of Russia, financial institutions can offer \u201c<\/span>qualified investors\u201d financial derivatives, securities, and digital financial assets whose yields are linked to cryptocurrency prices. Notably, this is a three-year-long experiment.\u00a0<\/span><\/p>\n

In a press release<\/a>, the Bank of Russia said that the key condition is that such instruments must be non-deliverable.\u00a0<\/span><\/p>\n

The legality of cryptocurrency in Russia remains complex. Widespread adoption of crypto in Russia is still largely discouraged. \u201cQualified investors\u201d or high income individuals with significant financial assets are allowed to own crypto.<\/p>\n

Meanwhile, the country\u2019s largest bank, Sberbank, is gearing up to become an official market maker for the country\u2019s regulated crypto platforms. According to local media reports <\/a>published on 27 May 2025, Sberbank will be a liquidity provider and a market maker on Russian-regulated platforms. Hence, super-qualified investors can trade directly with cryptocurrencies.<\/p>\n

Alexander Zozulya, Director of Sberbank\u2019s Global Markets Department weighed in. She said, \u201cThe Bank of Russia has taken an important step by announcing the development of an experimental legal regime (ELR) for cryptocurrency transactions.\u201d<\/p>\n

\u201cWe expect the emergence of a legal \u201csandbox\u201d \u2013 an analogue of a regulated crypto platform,\u201d she said, \u201cwhere super-qualified investors will be allowed to operate directly with cryptocurrencies.\u201d<\/p>\n

According to Zozulya\u2019 statement, qualified investors will have access to products without direct ownership of cryptocurrencies, \u201csimilar to Western exchange-traded funds (ETFs).\u201d<\/p>\n

Russia banned <\/span>the use of<\/span> crypto for payments in 2021 under its \u201cOn Digital Financial Assets\u201d law. But the government has been exploring ways to integrate crypto into its financial system.\u00a0<\/span><\/p>\n

Russia Eyes National Stablecoin<\/span><\/h2>\n

Recently, a senior Russian finance official <\/span>called for\u00a0<\/span>the development of<\/span>\u00a0a national stablecoin<\/span><\/a> following the US government\u2019s freeze of wallets linked to the sanctioned crypto exchange Garantex.\u00a0<\/span><\/p>\n

Osman Kabaloev, deputy director of the Financial Policy Department at Russia\u2019s Finance Ministry, said recent events highlight the need for internal alternatives to popular stablecoins like USDT. \u201cWe do not impose restrictions on the use of stablecoins within the experimental legal regime,\u201d Kabaloev said.\u00a0<\/span><\/p>\n

He added that Russia should consider developing a stablecoin pegged to a different currency\u2014possibly the ruble. This would reduce exposure to foreign pressure.<\/span><\/p>\n

The push for a Russian stablecoin comes amid a surge in global stablecoin usage. According to a joint study by Artemis and Dune, active stablecoin wallets saw over 50% year-over-year rise. Total market capitalization has surpassed $200 billion in early 2025.<\/span><\/p>\n
