Anthropic\u2019s<\/strong><\/a> latest paper, \u201c2028: Two Scenarios for Global AI Leadership<\/strong><\/a>,\u201d lays out a clear warning<\/strong>: The US-China AI race is real, and the ecosystem that turns model capability into deployed economic power<\/strong> first will shape the next\u00a0era.<\/p>\n

These are serious dynamics, but the deeper insight<\/strong> in its own analysis points beyond the geopolitical framing<\/strong>.<\/p>\n

The binary worldview<\/strong> masks a more important geoeconomic reality<\/strong>:<\/p>\n

AI leadership will be decided by who turns intelligence<\/strong> into useful, governed action<\/strong> for the people and systems <\/strong>generating the\u00a0value.<\/p>\n

The Alignment Race<\/h3>\n

Anthropic\u2019s paper accurately outlines a four-front competition<\/strong> between the US and China: Model intelligence, domestic adoption, global distribution, and resilience. It arrives at the same conclusion <\/strong>our work points\u00a0toward:<\/p>\n

Intelligence alone is not\u00a0enough.<\/strong><\/p>\n

The winner of the AI race<\/strong> doesn\u2019t need <\/strong>the best frontier model if it integrates near-frontier AI<\/strong> faster into its economy, state apparatus, and global distribution channels.<\/p>\n

What should worry Western AI companies is that\u200a\u2014\u200aon the philosophical and<\/strong> developmental<\/strong> level\u200a<\/strong>\u2014\u200aChina already\u00a0is.<\/em><\/p>\n

Integrating near-frontier systems<\/strong> faster, cheaper, <\/strong>and more systematically<\/strong> into the real economy is something its AI+ Initiative<\/strong> is<\/em> designed to\u00a0advance.<\/em><\/p>\n

It\u2019s an inconvenient reality <\/strong>the West needs to wake up to<\/strong>\u200a\u2014\u200aand\u00a0fast.<\/em><\/p>\n

Or Western AI companies risk competing on cost, integration, and<\/strong> deployment\u200a\u2014\u200a<\/strong>only after someone else<\/em> has already set the\u00a0terms.<\/p>\n

That future still spooks Western AI companies and jittery markets: DeepSeek was the\u00a0preview.<\/strong><\/p>\n

What DeepSeek Actually\u00a0Proved<\/h3>\n

DeepSeek mattered<\/strong> because it showed that AI leadership is not secured by frontier capability alone<\/strong>. A cheaper, near-frontier model was enough to shake the market\u2019s confidence<\/strong> in the Western AI infrastructure trade.<\/p>\n

That does not mean China has already won<\/strong>. It means the next phase of competition will be decided by deployment, cost, integration, and economic usefulness.<\/strong><\/p>\n

Anthropic\u2019s own framework points to the same conclusion: Intelligence matters, but intelligence only becomes power<\/strong> when it is adopted, distributed, and made resilient in the real\u00a0economy.<\/p>\n

That is execution access. <\/strong>And execution access is alignment.<\/em><\/p>\n

Yet neither side has calculated alignment <\/strong>into their plans for global market dominance.<\/p>\n

Neither side has calculated the reaction time, track conditions or wind resistance to decisively win this race<\/strong>: A <\/strong>sprint not a marathon.<\/p>\n

That is a strategic mistake.<\/strong><\/p>\n

A big\u00a0one.<\/em><\/strong><\/p>\n

One the winner will not make\u200a<\/strong>\u2014\u200aand maybe already\u00a0hasn\u2019t.<\/p>\n

AI Alignment Is the Adoption Layer: How the Race will be\u00a0Won<\/h3>\n

Why Alignment Matters<\/h4>\n

AI alignment is not yet seen by either side as the core adoption driver <\/strong>for AI, or its key competitive and commercial edge.<\/p>\n

Alignment is still treated too narrowly: <\/strong>As a safety discipline, a governance problem, or a technical field concerned with model behavior. Those questions matter. But they do not go far\u00a0enough.<\/strong><\/p>\n

Relegating the subject to debates on system objectives, decisions, and behaviors that match human intentions and values is a tactical oversight\u200a\u2014\u200apotentially fatal<\/strong> in commercial terms. It\u2019s born of a skewed view<\/strong> that the other race participants are behind when they are quickly edging\u00a0ahead.<\/p>\n

As the key technical field <\/strong>dedicated to making AI systems safe, ethical, and reliable\u200a\u2014\u200aso they reliably do what humans actually want them to do\u200a\u2014\u200aalignment is the\u00a0key.<\/strong><\/p>\n

Make no mistake\u200a\u2014\u200aalignment is not<\/em> <\/strong>a side\u00a0issue<\/strong>:<\/p>\n

It is the adoption layer<\/strong> that will win (or lose) the AI\u00a0race.<\/p>\n

The commercial logic<\/strong> is clear. If an AI does not improve the user\u2019s real position<\/strong>\u200a\u2014\u200aeconomically, practically, and repeatedly\u200a\u2014\u200ait will not earn durable adoption<\/strong>, no matter how capable the model becomes. And the race for that particular AI model<\/strong> is over before it has\u00a0begun.<\/p>\n

Who would want a subscription for it? Users don\u2019t adopt ideology.<\/strong> They adopt tools that make their lives easier, cheaper, faster<\/strong>, or more valuable.<\/p>\n

Exe\u2019s thesis is that the decisive alignment question <\/strong>is economic:<\/p>\n

Does AI return value <\/strong>to the users whose activity powers\u00a0it?<\/strong><\/p>\n

That begets the question no AI company is asking<\/strong> (or can yet\u00a0answer):<\/p>\n

The execution layer is where alignment stops being rhetoric<\/strong>. If user activity creates signal, and that signal funds lower-friction execution for the user, then AI begins to serve the user economically <\/strong>instead of merely extracting from\u00a0them.<\/p>\n

Anthropic is right that intelligence alone is not enough<\/strong>. But the deeper question\u00a0is:<\/p>\n

Who benefits when intelligence becomes\u00a0action?<\/strong><\/p>\n

The commercial logic is\u00a0simple:<\/p>\n

AI that expands user agency earns\u00a0adoption<\/em><\/strong><\/p>\n

AI that merely concentrates power meets resistance<\/em><\/strong><\/p>\n

Empowerment begins by giving users and agents governed autonomy at the execution layer. <\/em>That AI wins because it gives users what they\u00a0want:<\/strong><\/p>\n

Economic relief, control, and participation at the point of\u00a0action.<\/strong><\/p>\n

The outcome is\u00a0clear:<\/p>\n

Whoever wins the AI race<\/strong> will do so by making alignment practical<\/strong> for users\u00a0first.<\/p>\n

That isn\u2019t theory. <\/strong>It\u2019s not ideology. It\u2019s architecture.<\/p>\n

The AI debate would not need to collapse into \u201cauthoritarian versus Western\u201d<\/strong> if the user were treated as the central economic stakeholder.<\/strong><\/p>\n

A properly designed AI economy<\/strong> should not depend on which superpower wins the narrative war. It should be structurally aligned<\/strong> toward expanding human economic agency<\/strong> for every user. Full\u00a0stop.<\/p>\n

Exe\u2019s model does not ask agents to serve state power<\/strong>, corporate moats, or closed platforms by default, and consequently renders most of today\u2019s binary fear-mongering<\/strong> secondary.<\/p>\n

Not<\/em> just the biggest data\u00a0center.<\/strong><\/p>\n

Not<\/em> just the cheapest inference.<\/strong><\/p>\n

But<\/em> the best rails for agents to act<\/strong>, spend, route, settle, and complete economic workflows under\u00a0policy.<\/p>\n

That is where AI capability becomes economic power.<\/strong> That is where alignment becomes real.<\/strong> That is where any ecosystem\u200a\u2014\u200aWestern, Chinese, or otherwise\u200a\u2014\u200aeither serves users economically <\/strong>or watches a better execution layer win adoption.<\/p>\n

The race is not only about who builds the smartest model. <\/strong>It is about who ships the system <\/strong>that makes intelligence economically self-sustaining<\/strong> for everyone.<\/p>\n
