The Ministry had been developing the framework since April, according to documents obtained by Fars.\u00a0<\/p>\n<p>As of the time of reporting, it was not possible to confirm whether the platform was operational or had processed any real policies.<\/p>\n<p>The launch marks a formalization of financial mechanisms Iran has been constructing around the strait for months. In March 2026, Iran\u2019s parliament <a href=\"https:\/\/www.npr.org\/2026\/05\/14\/nx-s1-5819351\/iran-implements-new-system-to-collect-fees-from-ships-in-strait-of-hormuz\" target=\"_blank\" rel=\"noopener\">passed<\/a> the Strait of Hormuz Management Plan, a law that codified a transit toll system the Islamic Revolutionary Guard Corps had been operating since mid-March.\u00a0<\/p>\n<p>Under that framework, the IRGC extracts fees from vessels seeking passage, with operators required to submit vessel ownership details, cargo type, destination, and crew information to an IRGC-linked intermediary before receiving a permit code. Fees have started at around $1 per barrel of oil, with a vessel carrying a full load facing charges of up to $2 million.<\/p>\n<h2 class=\"wp-block-heading\">Bitcoin as legal payment in Iran<\/h2>\n<p>Bitcoin became a <a href=\"https:\/\/bitcoinmagazine.com\/news\/iran-to-accept-bitcoin-for-strait\">formal payment option<\/a> in April, when Hamid Hosseini, spokesperson for Iran\u2019s Oil, Gas and Petrochemical Products Exporters\u2019 Union, <a href=\"https:\/\/www.ft.com\/content\/02aefac4-ea62-48db-9326-c0da373b11b8?syn-25a6b1a6=1\" target=\"_blank\" rel=\"noopener\">told<\/a> the Financial Times that shipping companies could settle Hormuz transit fees in bitcoin or other non-dollar currencies including yuan. Iran\u2019s preference for bitcoin stems from the asset\u2019s resistance to seizure or freezing \u2014 a critical feature for a government operating under comprehensive U.S. Treasury sanctions.<\/p>\n<p>\u201cNo one can freeze it,\u201d Sam Lyman, research director at the Bitcoin Policy Institute, said of Tehran\u2019s calculus.<\/p>\n<p>This move builds on years of state-level bitcoin adoption. Iran legalized industrial bitcoin mining in 2019 and ran as much as 4.2% of global hashrate before U.S. and Israeli military strikes damaged much of that infrastructure.\u00a0<\/p>\n<p>Iran\u2019s crypto ecosystem <a href=\"https:\/\/www.chainalysis.com\/blog\/iranian-crypto-activity-geopolitical-tensions-2026\/\" target=\"_blank\" rel=\"noopener\">reached<\/a> an estimated $7.8 billion in 2025, with IRGC-linked transactions accounting for roughly 50% of the country\u2019s total crypto volume by the fourth quarter of that year.
