The plumbing is\u00a0harder.<\/h3>\n<p>Dubai has never struggled to attract crypto attention.<\/p>\n<p>Conferences.<br \/> Founders.<br \/> Influencers.<br \/> Big announcements.<br \/> Big promises.<\/p>\n<p>But attention is not the same as infrastructure.<\/p>\n<p>A market is not built because people talk about it on stage.<br \/> A market is built when the boring parts begin to\u00a0work.<\/p>\n<p>Regulation.<br \/> Custody.<br \/> Payment rails.<br \/> Bank access.<br \/> Liquidity.<br \/> Compliance.<br \/> Clear product\u00a0rules.<\/p>\n<p>That is the shift happening now.<\/p>\n<p>In 2025, VARA published Version 2.0 of its activity-based rulebooks, covering areas such as advisory services, broker-dealer services, custody, exchange services, lending and borrowing, transfer and settlement, and virtual-asset issuance. VARA said the updates were designed to improve market discipline, risk transparency, and operational resilience.<\/p>\n<p>That does not sound exciting.<\/p>\n<p>But if you have ever had money stuck, fees unclear, withdrawals delayed, or product rules change after you already signed up, you know exactly why this\u00a0matters.<\/p>\n<p>Crypto does not need more\u00a0noise.<\/p>\n<p>It needs fewer surprises.<\/p>\n<h3>Dubai is moving from \u201ccrypto hub\u201d to \u201ccrypto\u00a0market\u201d<\/h3>\n<p>It is easy to call Dubai a crypto\u00a0hub.<\/p>\n<p>The harder question is whether Dubai becomes a serious digital-asset market.<\/p>\n<p>A hub attracts attention.<\/p>\n<p>A market earns\u00a0trust.<\/p>\n<p>That means people start asking better questions:<\/p>\n<p>Who is licensed?<br \/> What products are actually available?<br \/> How are client assets protected?<br \/> What happens during volatility?<br \/> Are the fees transparent?<br \/> Can the user exit when they need\u00a0to?<\/p>\n<p>These are not boring questions.<\/p>\n<p>They are adult questions.<\/p>\n<p>And crypto needs more adult questions.<\/p>\n<p>The DIFC side is moving in the same direction. The DFSA says its updated Crypto Token rules are effective from <strong>12 January 2026<\/strong>, with firms now responsible for assessing crypto-token suitability on a reasoned and documented basis, along with stronger conduct, governance, custody, disclosure, and investor-safeguard requirements.<\/p>\n<p>That is not the cowboy version of\u00a0crypto.<\/p>\n<p>That is the grown-up\u00a0version.<\/p>\n<h3>Stablecoins may be the real\u00a0story<\/h3>\n<p>Most people still think crypto is mainly about\u00a0trading.<\/p>\n<p>But the more important story may be payments.<\/p>\n<p>In January 2026, Network International announced a partnership with Al Maryah Community Bank to enable stablecoin payments in the UAE through AE Coin acceptance.
