Lummis emphasized the need for clear rules of the road, particularly legislation governing stablecoins and market structure.\u00a0<\/p>\n<p>\u201cIt\u2019s impossible to proceed without it,\u201d Bessent said.<\/p>\n<p>He expressed support for the proposed <em>Clarity Act<\/em>, which <a href=\"https:\/\/bitcoinmagazine.com\/news\/crypto-bill-advances-senate-committee\">seeks to provide regulatory clarity for digital assets<\/a>, urging industry participants who oppose regulation to consider relocating to countries with looser oversight.<\/p>\n<p>\u201cWe have to get this Clarity Act across the finish line,\u201d Bessent said. \u201cAny market participants who don\u2019t support it should move to El Salvador.\u201d<\/p>\n<p>Both officials highlighted the benefits of embedding the digital asset industry within the U.S. economy.\u00a0<\/p>\n<p>Bessent stressed that the goal is a balance between fostering innovation and maintaining \u201csafe, sound, and smart practices\u201d under U.S. government oversight. He noted ongoing efforts to <a href=\"https:\/\/bitcoinmagazine.com\/news\/coinbase-says-no-to-clarity-act\">engage community<\/a> and small banks in the digital asset ecosystem, acknowledging concerns that new legislation could trigger deposit outflows.\u00a0<\/p>\n<p>\u201cDeposit volatility is very undesirable because it is the stability of those deposits that allows them to lend into their communities,\u201d Bessent said.<\/p>\n<h2 class=\"wp-block-heading\">Will there be a Bitcoin tax exemption?\u00a0<\/h2>\n<p>Lummis also raised questions about digital asset taxation, particularly the treatment of small transactions \u2014 known as de minimis \u2014 and the calculation of capital gains for users with mixed portfolios of Bitcoin purchased at different prices over time.\u00a0<\/p>\n<p>Bessent acknowledged the complexity of the issue and offered to have the Treasury\u2019s Office of Tax Policy work with Lummis\u2019 team to provide guidance.
